The leading zero is part of the national way of writing the number, not part of the international one. If you paste a number that starts with a zero after the country code, remove the zero before you submit. The same applies if the number is written with spaces or written out from a contact card.
Check the last few digits against what your family member tells you before paying. A number that belongs to Movistar or CNT rather than Claro will not take a Claro bundle, so confirm the operator as well as the digits. The page shows which operator it has detected from the number you typed.
